The Border states were the only slave-states over which Lincoln could impose authority, and he could have banned slavery there. But he was keen not to upset the people of those states, and drive them into the arms of the Confederates. So ironically, they were allowed to continue practising slavery until the end of the war.
As for proclaiming that all Southern slaves were 'thenceforward and forever free', this did not actually liberate anyone, though it gave Union troops a licence to rob the enemy of his slaves, who could never be returned to their owners, unless the Confederates won.
