Prior to independent day, the South was a Republic, so technically it's a separated government system, but since the Vietcong came and liberated the South from America occupations, the Communist Party has won and eliminated the new formed Republic.

So yes, they did take over the South, politically

Nationally, they liberated the country and united the whole country to one government.

Hypothetically, if the North wasn't won the war against America and took over the South, Vietnam would have been like what Korea today, shattered and hostile.
