Yes it did. The Japanese attacked Pearl Harbor on December 7, 1941. On December 8 US President Franklin D. Roosevelt addressed a joint session of the US Congress and asked for a Declaration of War against Japan, and Japan only. Congress then voted for war against Japan. On December 11 Germany, Japan's ally, declared war on the US, followed shortly thereafter by Italy.
