the fuses are located on the inside panel next to the drivers door ,there is a diagram showing what all the fuses are for.are you sure you have not a dud bulb.james
if you open the drivers side door. the fuses are located behind the flat panel at the end of the dashboard that is usually covered by the door. Use a Flat headed screwdriver to pull this off. there are your fuses there is also a chart showing which fuses are which
there either under the dash and you have to remove the cover or their on the side when you open the drivers door. If your looking for the engine fuses those are located under the hood usually on the drivers side. hope this helps.
Answer below is applicable for japanese/right hand drive models but may also apply to left hand drive. There are 3 places where you can find fuses. Engine fuses sit at the front of the engine bay on the passenger side. Interior/lighting/general fuses are located in the drivers side kick panel. Fusible links can be found at the rear of the engine bay on the drivers side.
In the lidded compartment below the steering wheel. There is also a black box with fuses in the engine bay on newer (9N) Polos.

There are also fuses and relays in the Power Distribution Box ( which is " live " , Ford recommends disconnecting your battery cables before servicing anything in the PD BOX ) in your engine compartment on the drivers side .
The Fuses are under the hood in the small drivers side compartment against the firewall. The battery is in a similar compartment on the passengers side. The fuses are not standard fuses, I've never seen any like these so I'm not sure where you would find replacements. Note: There is a clear plastic cover that protects the fuses.
