The FAA is working on codifying rules. In general, if you are using the drone for commercial purposes, you do need to be certified. If the drone itself weighs more than .55 pounds, you must register it with the FAA, even for recreational use. Some general rules exist and you should look up the details on the knowbeforeyoufly website. Some of the standard safety guidelines as regulated per the FAA are:

  • Flying in the daylight
  • Flying under 400 feet
  • Establishing a direct line-of-sight
  • Not flying in national parks
  • Not flying directly over people
