Of course NOT! The most unusual thing (to Americans) that Mexicans eat is beef tongue.
Generally, the only people who eat dogs are homeless and/or very poor folks in southeast Asia, but eating rats is more common than that, due to dogs having very tough to chew meat while rats have lean meat.
As a matter of fact many Mexicans do eat dog meat. In some communities dog meat is considered as being a delicacy and in some restaurants you can have roasted Chihuahua if you ask for it. The breed is named after the Mexican state Chihuahua and although it is a small dog the taste of the meat is delicious, according to some people I know who have tried it.
However, dog meat consumption is taboo in Mexico among the majority.

This means no Taco Bell, Chipotle nor any other restaurant chains like those exist in Mexico. Also chimichangas, chili-con-carne or burritos are nowhere to be found.

No. Dogs do not generally eat cats, but dogs could conceivably kill a cat, so be careful.
