I do not think there are any term limits on the Russian President and he serves for 6 years per term. It is much harder to get on the ballot in Russia, even if they are counted fairly. The Russian president seems to have more control of spending. All of this tends to give the Russian more power. I do not know exactly what legal power he has. There is also a prime minister.
