Yes. In the early stages of American government each state was required to write up their own constitution and Bill of Rights so that the power was given to the states. This changed when the U.S. Federal Government decide to have an umbrella Constitution that applied strict, "Must Follow" rules for the states. They still let the states decide upon certain details, such as alcohol legality, but many decisions were now controlled by the Federal Government instead of the State Government.

Not all governments have written constitutions. The United Kingdom has a series of ancient treaties and charters as well as unwritten 'conventions' New Zealand has no written constitution and Saudi Arabia is ruled by the royal family and has no constitution.

Constitution means rules and regulations for governing a state. Virtually, there is not a single country does not have a constitution. Britain also had a constitution but the whole of the constitution is not codified i.e. written. Britain constitution do have Written parts in the form of Magna Carta, the bill of rights, etc. But as a whole is not found in written form, due to precedents, customs, and conventions.
