It was an option in all years in the rear axle, in 2003 the rubicons had standard lockers in both front and rear.
saharahs rubicons and sports all came with the 44 rear the rubicone is the only one that came with the 44 in the front with a locker front and rear althoe there is a big difference with the jeep Dana 44's they are aluminum and the rubicons have to be type specific when ordering parts such as lockers pinion and ring gears as well as seals

If it has the same gearing yes, but I believe all Wranglers (excluding Rubicons) have a rear Dana 35 which is not a desirable axle. I would suggest a '97-'01 Chrysler 8.25 29 spline from a Cherokee. Or if you can find one, they also came with Dana 44's in '87-'88.
No, not all schools have metal lockers. Lockers are more common in higher grades (middle school and high school). None of the elementary schools I attended had any metal lockers.
