No not necessarily, I have a betta fish and it lives without a filter and its been 1 or 2 months now. A Beta fish can live without a filter because of a labyrinth in it's lungs that allows it to breath surface air. However a heater is required to maintain the water temperature at between 75-80 degrees, betas can live without it, but they don't live as long. A heater will maintain a healthy Beta better than a filter. But if you have an aquarium with other fish. You need a filter for the other fish.

∙ 12y agoNot exactly filtered, they just need freshwater. Betta fish can survive without a filtered tank but they cannot live in chlorine water that comes straight from the tap. What I do is leave a reasonable amount of water (enough to fill the bowl where you are going to keep the fish) and leave it out undisturbed for about two or three days. Somehow, this will neutralize the chlorine. After a few days, take the fish out of the bowl into a smaller container. Clean up the bowl (rinse it out, use soap if necessary) and fill it with the new water. Put the fish back in, trying not to let too much of the dirty water into the bowl. Replacing the water isn't very crucial, just replace it whenever it looks cloudy or when a noticeable amount of it has evaporated.
