Commercial rabbit pellets are made of plant-based material such as wheat, soybean, hay, flax and oats, with assorted vitamins and minerals. These are all items that a deer would find attractive and palatable, and so they may very well take advantage of a free handout. Especially in the cold winter months when other food sources are scarce. However, it's not recommended as a principal food source and should not be fed to deer exclusively. Rabbit pellets are special formulated to a rabbit's dietary needs and deer my very well have other requirements.

No, that's not good for deer. They don't eat meat naturally and they aren't supposed to eat dog food.

Deer do in fact eat seeds and have been known to eat sunflower seeds and even bird seed. This should not be their main source of food though.
