Genetics play a role in every aspect of your body composition. In terms of how this affects whether or not you have six pack abs, it comes down to leanness more than anything. Some people are naturally very lean, often because of higher metabolisms. These people have little trouble achieving "washboard" abs with a little dedicated exercise of that muscle group. Others with naturally slower metabolisms will usually have a higher body fat percentage, covering up their abs no matter how developed they may be under that layer of fat. Still, genetics aren't everything. It just may mean that you have to work a little harder at it that someone else. Getting plenty of exercise and tweaking your diet can allow you to build muscle and increase your metabolism, which will naturally make you leaner.
