Is there any way to connect four 1500-watt heaters to 120V if they are currently connected to 240V and being used as a makeshift hobby oven?

No. If the heaters are designed for 220V they cannot fun off of 110V. Also running a 1500W heater off of 110V would require a dedicated circuit. So four 1500W heaters would require 4 dedicated 110V circuits.

Why would a 2 story house with 2 water heaters have hot and cold water in the downstairs bath but only hot in the kitchen and no water upstairs?

it sounds like there are crossed lines. if there is no water upstairs there has to be a valve that is off. even if there is low pressure it would eventually fill the line and you would get some water.

Do electric water heaters have pilot lights?

No, electric water heaters do not need a pilot light. The heating element is heated by an electric current (similar to the 'eye' on an electric stove or the heaters in a toaster). When the circuit is completed, electric current flows through the element, and it gets hot, and when the electricity is turned off, the element starts cooling. In a gas water heater, the pilot light is a flame, which is always burning. When it's time to heat up the water, the main gas valve is opened, and the pilot light ignites the gas, so that the main burner heats up.
