No. Nothing can live at the North Pole itself, because it is located on a floating ice shelf that cannot support life. A few have been seen as far north as 88 °N - within about 100 miles of the North Pole - but in general the North Pole is too far from food sources for Polar bears to wander there.

The North Pole is surrounded by the Arctic Circle, and polar bears do live within the Arctic Circle.
