Kinda-sorta.

The big thing to weight loss is to use up more calories per day than you're eating. Trouble is, eating calories is so much faster than burning calories through exercise that if your eating is wrong it's almost impossible to exercise hard enough to make a difference.

As an example:

-let's say you're eating one cupcake's worth of calories (around 450 cal) more than you actually need. Most people, and most forms of exercise, it'll take one hour to exercise that away.

So while any form of exercise is better than no exercise, odds are you won't be able to enough sit ups to make much of a difference to your weight unless your eating is well under control.

No. Sit-ups are technically not at all healthy for the human body. They are designed to strengthen the abdominal muscles but they are really bending them in ways that cause stress to the muscle and lower back. A better exercise would be crunches, or flexing the abdominal muscles for a minute, and then releasing. The abdominal muscles were designed to keep the body balanced, so flexing and releasing is a perfect way to strengthen your core.

Also, it is impossible to have a spot-reduction plan. If you want to lose stomach fat you have to lose fat all over your body. Add in a healthy plan balanced between cardio, upper-body, and lower body. Also make sure your diet is in check. You should be eating healthy amounts of vegetables, fruit, protein and dairy.

To lose stomach fat takes a lot of effort and you will need to keep yourself in check if you want to achieve your goal.
Not directly. Contrary to what sellers of diet fads and exercise machines will tell you, you can't target a certain part of the body for weight loss; it's universal throughout the body. The way to lose stomach fat is the same way you lose fat anywhere else on your body -- with a healthy diet and exercise. However, you might be able to tighten your lower stomach some through exercise and toning efforts like ab crunches and any routine that involves the abdomen.
Absolutely not. What they do is build muscle underneath your fat, actually making your abs look bigger. If you want to flatten your abs, start to do some cardio (something that will get your heart pumpin good and fast) and some weight training. =)
No, it will strengthen the muscle in that area and tighten the hip flexors but it will not lose fat from that area, you can not target fat loss in on particular area of the body.

Do situps burn lower abdominal fat?

No. Sit ups and crunches do nothing to lower stomach fat. You can not "target" fat loss. You have to lower your total body-fat percentage. How you do that is to lower the amount of fat you consume in your food and up the amount of exercise you do to burn the fat that is already there. Also, Sit ups and crunches are very bad for your back. If you want to develop your stomach muscles, you should do various plank exercises. If you Google "sit ups are bad for your back" you'll see literally hundreds of pages of documentation that shows why they are bad for you. Personal fitness instructors who know what they are doing do not have their clients do sit ups and crunches anymore.

How many sit ups should a 260 pound person do a day to lose weight?

Sit ups are not going to reduce your weight. You need a full exercise routine tightly coupled with a healthy diet. Get an examination by a doctor, and get yourself to a gym where they can work with you in establishing a plan. Sit ups do burn calories though...they just tone the muscle underneath the fat and in order to see the toned muscle you have to burn the fat on top.
