No.

They do not participate in anything that would include worship of any idols (in this case, you are pledging allegiance to a "flag") or a political organization (the United States of America). They believe that God is not partial.

They are, however, respectful of others that do believe in it.

The Pledge of Allegiance of the United States is an oath of loyalty to the national flag and the republic of the United States of America, originally composed by Francis Bellamy in 1892. The Pledge has been modified four times since then, with the most recent change adding the words "under God" in 1954. Congressional sessions open with the swearing of the Pledge, as do government meetings at local levels, meetings held by the Knights of Columbus, Royal Rangers, Boy Scouts of America, Girl Scouts of the USA, Fraternal Order of Eagles, Freemasons, Toastmasters International and their concordant bodies, other organizations, and many sporting events.

The current version of the Pledge of Allegiance reads:[1]I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

He or she made a mistake. They will likely feel disappointed with themselves for doing it, as they know its completely wrong to pledge allegiance to any country. But people make mistakes. We all make mistakes - it might have been they were weak at that time and just got put under a bit too much pressure to endure. There could have been many reasons why. They would need to come to terms with it in relation to their conscience and relationship with Jehovah.

Being the only person in a crowd of people not singing a national anthem, or the only person not saluting a flag is not the worst thing that can happen. No one is under obligation to pledge allegiance to anything they don't want to - this right exists in America because brave young children several decades ago refused to do so, and so were expelled from school. The issue eventually went to the Supreme Court, and their finding was that it is not constitutional to force anyone to give up conscience and political neutrality for the state.

If young children can be firm for what they believe, anyone can.

Why jehovahs witness not to participate scouting?

While scouting offers young people ways to learn new skills and values, it also has certain beliefs and practices that are not compatible with the teachings of the Bible as observed by Jehovah's Witnesses. For example, Jehovah's Witnesses do not salute the flag. They view it as idolatry. Scouting requires an oath and the pledge of allegiance, Jehovah's Witnesses do not believe you should give an oath to anyone but Almighty God. Scouting develops citizenship advocacy and patriotism, Jehovah's Witnesses remain neutral on political matters. Scouting employs a troop chaplain, Jehovah's Witnesses do not participate in interfaith. It is easy to see that scouting provides many positive benefits for their members. However, as adherence to Bible principles is a goal of Jehovah's Witnesses (even in small matters), participating in scouting would put them in many compromising positions so it is advisable to stay away from it.
