A powder puff is actually a variety in the breed, Chinese Crested. They have "puffs" of fur. The other variety of the breed is hairless. You can go to AKC.org for more info on this breed.
I am sorry to say that both the original nintendogs and Nintendogs +cats do not have the Chinese Crested breed. My opinion on why they were not included in both games is probably because they: a.) Come in two variations, hairless and powder puff. b.) Game designers would have a bit of trouble recreating the chinese crested in the games because of their, ...well..., unique look.
