No, the '89 is still the renix based control unit. Commonly available scanners will not work with a renix system since it stores no codes. I have heard that dealerships used to have some sort of scan tool that worked on renix based motors, but I've yet to hear of anyone who actually has such a tool nowadays.
Renix systems are generally investigated using a volt meter to read the input/output voltages of various sensors and comparing these readings against known "proper" voltages. If a voltage reading is off, the sensor needs replacing.
You have to fix the cause of the code that turned the light on. You will need a scanner to read the code.

Pull the code that has been set by the ECU with an OBD2 scanner. Once you have the code or codes they will tell you what part is being effected and where to start looking for the problem.

There should be a plug on the far left of the driver's side under the dash. You will need to plug an OBD II code scanner into that plug. I have an Acutron scanner that I bought at an auto parts store but there are several brands available. My scanner came with a CD that lists all of the potential problem codes on your PC. Once you read the code from your scanner, you just look it up in the code list to determine your problem. A scanner is worth having because the trouble light on a Wrangler can point to about 80 different malfunctions. I paid $100 for a diagnostic test to tell me that my gas cap had a crack in it!
