This will depend on the individual veterinarian and the clinic he/she works at. There are some small animal veterinarians that will do house calls, although most small animal exclusive veterinarians work out of a single clinic. Also, not all small animal veterinarians are willing or competent to work on rodents - while the physiology is similar to cats and dogs, there are significant medical differences.

There is a chance that your hamsters back legs are actually broken. I think that you need to take the hamster to the vets to get him checked out.
