One should not flush the toilet more than necessary as it is wasteful of water and will cost you money if you have a water meter in your home.
For those of us in Alaska and Canada who know what a snow day is. For most places it is 8:00 however in the very northern-most communities it is 9:00 as the pre-water has to be warmed. It is up to you to know your particular communities flush time.
