If you are connected through 3G or 4G (not WiFi), any data downloaded or uploaded with count against your monthly access data plan. Viewing an email attachment to your iPad will do this, since attachments are not downloaded until you click on the icon in Mail. Use WiFi whereever you can, and you will have (short of possible data caps) unlimited access for no more money than your internet bill.
