I doubt it.
Check fuel pump relay. On mine I switched relay with another to confirm that was the problem.
Starts and stops the fuel pump depending on fuel pressure.

bad gas filter block or low fuel pressure
Bad wire or connector Loose or corroded Replace connector
A defective fuel pump relay will cause starting problems. In fact if the relay fails the engine will not start at all. But the fuel pump relay has nothing whatsoever to do with the cooling fan.
Your fuel relay is faulty
sounds like the fuel pump is out.
The fuel pump relay, is controlled by the EEC module, which provides power to fuel pump under various operating conditions. When ignition is in "OFF" position, EEC power and fuel pump relay contacts are open. After engine starts, power to fuel pump is supplied through fuel pump relay. EEC module senses engine speed and shuts off fuel pump relay when engine stops.
