Yes, I`m Sorry But You Do. Yup you do.I would recomend draining the tank as much as possible before you lower it.It's really not that hard to change,I just did one not to long ago and other than the fact that my nephew just filled, the tank it was easy. Siphoning the gas out was the hardest part.
You do not need to change the fuel filter at all unless the pump fails. Then you change it. And yes, you must drop the tank.

the fuel filter in the 98 neon is located on the pump in the tank it is not serviceable so to replace the filter you have to change the fuel pump just did mine 2 weeks ago it takes about and hour you have to drop the tank after that it is pretty easy to figure out
