Yes. The vehicle is still registered as a 24 passenger bus and the law requires the driver to have a CDL in order to drive it. You could remove all the seats and still have the same requirement. The vehicle was first made to carry 24 passengers and will always have that configuration.
And chances are that this 24 passenger bus may have air brakes ... that in itself will require the CDL automatically. Any vehicle with air brakes requires a CDL in order to operate.
IF the Gross Vehicle Weight Rating of the vehicle is 26,000 lbs. or less and if the actual seating capacity is no more than 15 persons total (including the driver) at that point, then you could get by without one, IF the registration allow for it. If that vehicle is registered specifically as a 25 passenger vehicle (requirements for this vary by state) then the registration type would have to be changed before you could drive it without a CDL.

For 1978 and 1979 models at least you can remove the seats simply by removing four bolts underneath the seats, one at each corner. If you have heated seats you will have to worry about wiring, I have no experience with that or with later models.

The seats in an old beetle are removed by sliding the seats completely forward while holding the seating moving mechanism in the open position. You may find it useful to have a small rubber mallet to gently tap the seat runners if you find that the seat sticks during removal. Note: There is a spring located under the seat which hooks from the seat to the seat runners which cause the seat to want to move forwards when the seat mechanism is engaged. If your Beetle still has the spring installed, use a small set of pliers to remove the spring before removing the seat.

The back bench seat has a lever on each back leg of the seat that you have to lift up on to release the legs, then you just pull the bench towards the back of the van. That'll unlatch the front legs. The middle captain seats are just bolted down with 4 nuts each seat.
There is a peg just behind the top of the seat, you pull the peg up and then the seat can be pulled down. There is also a latch behind that seat that you can access from inside the trunk to get the seat down if the first method doesn't work.
