With a 50cc, nothing but a driver's license is required, not even insurance is needed. Just get on it and go. With a 150cc or 250cc, however, you need a motorcycle license and you must register your vehicle just as you would with a car. Also, you need to insure the scooter.
To ride a 150cc scooter in Illinois you need a class L license. To ride anything greater than a 150cc displacement a class M license is required in Illinois.
