If it is put on too tight, or is in a bad location, yes. Oil the gasket before installing. After the filter makes contact with the mounting surface, tighten 3/4 turn. No more, no less. It will then be easy to remove and will not leak. No not really, if you are removing the oil filter and replacing it, you can always spear it with a screw driver and turn it loose. That's if you really want to and don't mind a mild oil spill.
