I believe most mechanics recommend turning the rotors anytime the brake pads are replaced. Otherwise, any gouges or flaws in the rotor will reduce brake pad life significantly.

You replace rotors when they get too thin, or are warped. They may be to thin to be turned and still alright to use. Rotors do not "have to" be turned to put new pads on.

If you have pulsation on slowing this is due to warped rotors, and you need to change the rotors and the brake pads, not the hubs. So new flat rotors will wear old pads much faster until they wear down to conform to the new surface. Also this could damage the rotor surface. Its cheap insurance just to put new pads in.
