I've been Wrestling with this myself, and here's how I broke it down:

The timing belt is a critical part so it's a no brainer ___ replace

The water pump is also a critical part that you see and hear of breaking at

some point. Further you can't replace the water pump without messing with

the timing belt. So it seems to me, it's a good candidate for replacement

as long as you're messing with the timing belt anyway.

The idler and the tensioner... it's doubtful that they break that often. If

they do, it's not going to break anything else. Also, if you do really have

to replace them at some later time after you replace the timing belt, you

can replace them without really messing with the belt or the water pump.

Therefore I say it's not necessary to replace those two items. THAT IS OF

COURSE ASSUMING THAT YOU'RE DOING ALL THE WORK YOURSELF.

Paying somebody to do all this work is a little different, because they

charge you nearly as much either way. They may even refuse to do the

job without replacing everything.

Everything should be replaced especially if it is an interference engine at 89% of all cars are. replacing will make it easier to sleep at night knowing nothings going to happen

Take it to the dealer! It's not a job for the timid or any shop that doesn't know what they are doing. Make sure you get the idler pulleys and automatic tensioner replace along with the timing belt. If the bearings seize in those idler pulleys it will ruin the belt and in turn take out your engine.

Replacing a timing belt on a Ford Contour?

Replacing the timing belt on a Ford Contour involves removing the right motor mount, removing the serpentine belt, crankshaft pulley, and idler pulleys, removing the upper and lower timing belt covers and loosing the timing belt tensioner. It would be wise to replace the tensioner. The whole kit is about $160. You have to buy a timing tool to properly do the job. Cost about $45. Upon installation the camshafts need to be aligned with the crankshaft using the top dead center timing mark on the crankshaft pulley and slots in the crank shafts. That's where the timing tools come in. The kit has step by step instructions. Total parts will run about $200, but a mechanic is gonna charge $5-600 so it's worth it.
