not sure when you posted this question. but ill try to help
i have a 1995 Buick park avenue and changed the belt..
it seems difficult, but it is pretty simple
there is a mount or bracket as you are mentioning. do not remove
the mount/bracket has three arms to it.. on the lower arm there is a removable section.
it is very difficult to tell, prob cause the grease. just reach underneath it and you should feel a bolt.. remove said bolt and the lower mount/bracket actually will be removable or atleast part of it will be.. after this just follow the diagram to replace the belt and replace the bolt and section of the arm..

the mount has one leag that is longer than the others, it is a two piece design. removing that one bolt will allow you to feed the belt through without removing the mount bracket in its entirety.
You just remove it from where it is located. It is located under the dashboard on the driver side of the steering column mounted to a support bracket. Very easy to do.
You need to turn the automatic(spring loaded) tensioner to release pressure on the belt... the library may have a manual for the details free dave
Just did mine today. Too about an hour. Pretty straight forwar and no special tools require. Will provide photos later.
Hey Joe==Take the serpentine belt off and then take the neg battery cable off then remove the wires from the alternator then take the bolts out and remove the alternator. GoodluckJoe
I have a '92 PA Ultra. The Ultra has the supercharger. There are two sets of serpentine belts for this configuration.

Remove serpentine belt, alternator, and power steering pump. Remove 4 water pump pulley bolts. Remove water pump housing bolts. Remove water pump.
Your belt is either to big or just plain worn out.
On the transmission under the shifter cable bracket
The PCV valve on a 1995 Buick Park Avenue is located on the top of the valve cover. Twist the valve and pull to remove and replace it.
Passenger side bolted right to the center of the engine block behind the serpentine belt.
