If you can hear the relay click, it's not a fuse. It's either the circuit to the horn or the horn itself.

i have a 96 jetta and i looked at the fuse box and found the horn fuse and it was blown changed the fuse and the horn worksso i would look at the fuse box find your horn fuse and see if its blown change it out with the same amp fuse and push the horn button that might fix your problem

Sounds like the horn is not making a ground. Did you do anything with the horn? What else didnt work before you replaced the fuse? I have the same problem. Prior to replacing the fuse and getting the clicking back, the horn stuck and ran continuously, which popped the fuse. Another question: where is the actual horn located on a '98 Escort? Thanks.
