If you can hear the relay click, it's not a fuse. It's either the circuit to the horn or the horn itself.

there is a fuse for the horn under the hood on the drivers side in the fuse control box it is the number 10 fuse by the black horn box controler. Hope this helps You can also refer to your owners manual for more complete instructions.
In your Owner's Manual Book, you can find the right information for each fuse and its location.
i have a 96 jetta and i looked at the fuse box and found the horn fuse and it was blown changed the fuse and the horn worksso i would look at the fuse box find your horn fuse and see if its blown change it out with the same amp fuse and push the horn button that might fix your problem
Sounds like the horn is not making a ground. Did you do anything with the horn? What else didnt work before you replaced the fuse? I have the same problem. Prior to replacing the fuse and getting the clicking back, the horn stuck and ran continuously, which popped the fuse. Another question: where is the actual horn located on a '98 Escort? Thanks. Same problem here. My horn button clicks, but I have constant 12VDC at the horn terminal. The horn itself is behind passenger side headlight, above bumber bracket. Can you say "scraped knuckles?"
Fuse? check your fuse box for the fuse indicated "horn" remove and replace if neccessary. if fuse is not the problem, check wiring to horn under the hood in the engine compartment.
On a jeep that new i would check the fuse panel and repace the fuse for the horn. The horn shouldn't be defective but if the fuse doesn't solve the problem, have dealer replace horn under warranty.
