Yes.

the maximum altitude is called the zenith (directly overhead) (90 degrees from the horizon) (normal to the surface)

if the star you are concerned with is the sun this happens at noon (real noon, not a standard time zone noon)

but it wont happen with the sun unless you are within 23.5 degrees of the equator

if you are in Canada you can have stars in draco, ursa major or cassiopea in the zenith

this happens once every 24 hours if we approximate

or 2 times a year with stars within 23.5 degrees of our latatude if we are more exact

Is 90 degrees west longitude east or west of the prime meridian?

Since the earth is a sphere (ball), you can reach any place on earth by traveling in either direction from any other place. To reach any west longitude from the Prime Meridian, heading west is the shorter way. To reach any east longitude from the Prime Meridian, heading east is the shorter way.

Would there be more air pressure in a balloon at sea level or high in the sky?

provided the balloon has not reached its elastic limit (it has burst!), the air pressure inside and outside will essentially be equal. [The pressure inside will be slightly less, which is where the lift comes from.] But even at altitude, the pressure will be approximately equal in and out, for at altitude, the balloon will have swelled, thus reducing the internal pressure. It will eventually reach an altitude at which the internal pressure and the external pressure will be equal, and the balloon will have reached maximum expansion. Filled at sea level, a balloon will seem empty and floppy, and very tall and thin. At altitude the balloon will fill out as the external pressure reduces.

Is Japan east of the Prime Meridian?

Starting on the Prime Meridian, you can reach Japan by going either east or west, whichever you're more comfortable with. Since the earth is a sphere, you'll get there either way. If your time is limited, though, you're better off going east, since Japan ranges between roughly 130° to 150° east longitude. Also note: From anywhere on the Prime Meridian, the exact direction for the shortest route to Japan depends on the exact starting point. From the north end of the Prime Meridian, you must go due south to reach Japan, and from the south end of it, you must head due north.
