In other words, Barack Obama lives at the White House because it is the official residence of the President of the United States; throughout history, most American presidents have lived there (George Washington did not-- it hadn't been built yet). The taxpayers are the ones who pay for the upkeep of the White House. But presidents have an expense account and a budget, and if they go over that amount, they do have to reimburse the US Treasury.
