The attitude towards Immigration and rules concerning this vary according to the country of origin from which people hold citizenship / nationality.
Typically there is an 'open door' policy towards people from (most) European Union member states / countries, but people from (typically) outside of Europe must make special application, and have to conform to very specific criteria.
Unfortunately, the immigration rules and regulations are often abused by potential immigrants (and 'asylum seekers'), so sometimes, very strict procedures are in place with regard to background checks etc.
Potential immigrants CAN be rejected for a number of legitimate reasons.
