In 1955 the U.S., Britain and France rearmed West Germany and admitted the country to NATO. West Germany reintroduced compulsory military service in the same year. However, restrictions were place on when, how, where and for what purposes West Germany could use its armed forces. A few years later East Germany also rearmed. The treaty of 12 September 1990, which paved the way for German reunification, places a maximum strength of 360,000 on the German armed forces (Bundeswehr).

There are different ways to answer this question. Economically Germany is wealthy, in fact it is the richest nation in Europe in terms of GDP (gross domestic product) its economic output is one of the largest on earth and it is probably best known for exporting cars. So to answer the question can Germany build a massive army....? Well yes Germany has the potential to build the biggest military in Europe as it has the most to spend on its military. Another point to be made clear is that Germany and its military restrictions from World War 2 are no longer in place. Germany can indeed build its military up, though it chooses instead to focus on economic spending (which seems to be working in it's favor) although Germany has been criticized of not participating enough in NATO conflicts like Afghanistan. If speaking about nuclear weapons, Germany is among the powers which possess the ability to create nuclear weapons but has agreed not to do so (under the terms of the Nuclear Non-Proliferation Treaty as reaffirmed by the Two Plus Four Treaty). nuclear weapon information from http://en.wikipedia.org/wiki/Germany_and_weapons_of_mass_destruction

In conclusion Germany and its political leaders can if they felt it was necessary build a large military force although ultimately this is a decision for Germany and its people.
