If you are traveling overseas and already have your Google Voice account activated, your Google Voice should work just fine for incoming calls and voicemails. I am not sure about making calls from your account however.
Yes aslong as the country you are calling are supported by the system i don see why it can't be possble, but then again i could be wrong, just search their site and come up with an answer that you are looking for.
