∙ 11y agoFor what I have found after research, YES, it does unfortunately. Looks like it was sparked by Bill Clinton's Regime, here I copied and pasted the packet PDF of the cover page I found. I am pretty sure it was agreed with both USA and Malaysia, even though I just briefly looked over the hundred approximate pages in the treaty...
