There is only 1 electric fuel pump and it is in the fuel tank ( There are different fuel pumps - different part numbers - depending on which engine you have )

if the sound starts when you turn the key it is most likely the fuel pump, no worries If you're at 50,000 - 60,000 miles or more, could be your rear. Common problem ford won't own up to.

Its not uncommon at all for a fuel pump to whine, in fact its more often than not bad if you cant hear it.
