Sometimes, in anticipation of pups. They can also have false pregnancies, gain weight and come ito milk , sometimes when in heat and sometimes from being stressed or new jobs for her people and more time alone. They can be very sensitve, and maybe this is self-consoling.
Pregnant or not, cats usually have 8 teats. It is possible for them to have extra, so-called "supernumerary", teats. (This can occur in dogs and humans, too.)
She has them, so do male dogs (there are very few male mammals without teats, rats are one of the only species where this occurs). They do become more apparent with pregnancy
See the vet immediately! Dogs can get cancer on their teats. My sister-in-law had a dog with cancer of two teats and it was successfully operated on saving the dogs life. She could have had a hard time giving birth and something could be wrong inside of her. Get to that vets!

Human males also have teats on their chest, and can even get breast cancer. The difference is that human females have permanently enlarged breasts, whereas unless a female dog is nursing, they have flat breasts--like male dogs, male humans and (so far as I know) all other male mammals as well.
it is possible but it might mean the female dog has a tumor
