This doesn't sound like either of you are under the age of 21. Most younger people do not shake hands. Adults will shake hands with each other when they first meet or have come to some agreement over a business deal. It's good manners in society. No, I wouldn't say if a man shakes hands with you that particularly means he has any romantic notions about you. If he's single and so are you and he hasn't asked you out then you ask him out for a drink.
He may just be trying to show you respect. Believe it or not there are men out there that don't want to hurt a woman by leading her on and getting her hopes up- I have found that letting the man lead is the way to go. Let him make a move. keep talking on your dates and get a feel for how the conversation goes.
