Any killstreaks count toward your current killstreak unless you got it from a Care Package or it's from a previous life (you died after you got the killstreak).

It's on online multiplayer and you must be level 10 to unlock this. It's under killstreaks when you have the callsign and killstreaks. You have to get 9 kills without dying or 8 if you have hard line. Then you will get a pave low which you activate by pressing the button that has pave low on it.

It only counts in your first life, so if i started a match and got a pave low without someone killing me it would count but if i got killed before i could call it in it wont.
