Yes it can whine, that also just might be low on fluid. It can also go bad and never make a sound, it will just get harder and harder to steer.
It's either low on fluid or the bearing in the pump is going bad and you will need to replace the pump.

Fill your power steering fluid. When you get low it will start to whine. Do this as quickly as possible, because replacing a power steering pump is not fun.
