They do have a moral obligation to report this kind of thing. Additionally, there are probably professional obligations (set down by the school board) that delineate the actions a teacher must take when this kind of behavior occurs.

∙ 13y ago- Parents and the bullying student should be held accountable for bullying because parents should spend more quality time with their children to pick up on any problems their child may be having. Bullying is often generated from the environment in which the bully grows up in; either a parent that bullies them or the bully is neglected or verbally abused so they feel they are not as good as many of the other students and they will often pick on the smaller and weaker students in that school. During the 1940's and 1950's in British Columbia, Canada problem students that bullied other students; were rude to the teacher or were generally out of control were kicked out of that school and the parents were expected to rectify the problem in any way possible. These rules should still apply to this day.
