generally no, the tire is the part of the car that makes the whole thing actially move allong the groun. however if it is a fwd car and the e-break is on, at low speeds thee rear tires could be not moving and the car is.
During a panic stop from high speed without ABS brakes you can skid, 50...60 feet or more with the tires locked up and the car is moving
Vibration while moving
When a car squeals while moving, but the brakes still work properly, it could be a squeal from a drive belt. It could also mean that something like a tire rim is rubbing on the brake rotor. A vacuum leak in a small hose under the hood will also cause a squealing noise.

if you have ever spun out without moving then it would wear the rear tires more than the front.
If this happens while moving then my first guess would be that your tire is either under-inflated and/or it is rubbing on your wheel arch.
The air inside the tire would continue to move the same as the water in a glass will still move after you stop stirring it.

You should not reduce tire pressure just because you are going to be on a long roadway. You should set the pressure to the cold pressure as specified by the vehicle and tire manufacturers and you should leave it alone. It is normal for the pressure to increase when the tire is hot. DO NOT bleed it off. This will cause the tire to overheat and potentially cause it to fail, possibly with catastrophic consequences. Alwaysadjust pressure when the tire is cold.

Immediately pull off the road and stop. Set the parking brake on your car. Use the jack to jack up the car and change the flat tire to the spare. If you are unable to accomplish this call for help.
