No. It relies on the computer and sensors for shift points, firmness, etc. IF it has a vacuum modulator, it likely i s a backup device to get it home in case of electronic failure (which usually means the vehicle won't run anyway)

On some of the older vehicles the vacuum modulator controlled the shift points of the transmission by using the vacuum supplied from the engine.

There should be an o-ring where the modulator is inserted into the transmission. There should be no fluid where the vacuum line attaches, if so the modulator is bad.
That transmission is electronic controlled. No need for a modulator valve.
Starting with the 1995 Ford Explorer model the transmission is ELECTRONICALLY controlled ( so there is no vacuum modulator )
