If you are asking about a steam engine, the answer is no.

If you are asking about a gas or diesel engine, the answer is yes because the starter motor, the fuel pump and the ecu (engine control unit) all need electricity.

In addition, most cars, trucks and motorbikes need electricity for other things such as the lights, the radio and the horn.
