It's up to you to choose, it's better to get a screen protector since scratches would mess up the touch screen and make it harder to use, but you dont have to get 1, just better to do.

To get an ipod touch 4g you need money, a computer/laptop with internet connection to download itunes onto, and if you want you ipod touch to be protected then you should buy a case and a screen protector. i bought a bundle package online for less than what the ipod touch 32gb costs in stores or alone (about $299 without tax). I got it for about $289 without tax, with was about $304. I got it off of walmart.com in a bundle package and I got the 32gb ipod touch 4g and an eleven pack accessorie starter kit (includes multiple chargers wall, etc. three cases pink black and white, and a screen protector maybe more I can't remember).
