Yeah. ILCO manufactures transponder keys. Your local locksmith would be happy to make the new keys for you. You may have to call a couple to find one with the new equipment.
No. The Contour did not have chipped keys.
The keys on the 1998 Ford Contour are NOT chipped
Depends on the year and how it was built. Most later models do have chipped keys.

No
you can't do it yourself you need a spaecial comp program- go to craigs, look for auto lockmith (mobile) under services. Anyone that does newer chipped keys can do a reset for you in about 5 mins for under 100.00 at your location. DO NOT go to dealer
Contact your local Chevy dealer. Or contact OnStar, if you have it. Chipped keys range in price from $35.00 to $160.00. There will also be a service fee to re-program it.
Try going to the dealer with the VIN, your ID and proof of ownership (and some $$$, some of those chipped keys aren't cheap). Some of the dealers have the ability to cut keys from the VIN. Sounds like you need a spare anyways.
Insted of saving charlie, you take the keys and do not get the factory because wonka thinks you are selfish so you get sent to the salt mines :(
I have never heard of car keys being of value to anyone besides the owner of the car they fit in, and even then their value depends on the need, like being late for work might make them more valuable than another time.
