Yes. When malted grain is converted to fermentable sugars during the brewing process there will be unfermentable starches remaining. Just how much will depend on the MASH efficiency, time and temperature.

No. There are some Alcoholic Beverages that do, like wine and beer. If you don't want any of that stuff, drink distilled spirits, but not liqueurs (the sweet ones). Vodka, gin, rum, tequila, brandy and whiskey are all fine.
