When people are under the influence of alcohol some of their inhibitions temporarily weaken; it's part of the loss of control. As a result, people may then say things that they otherwise would not. But I would never regard that as truthfulness. Alcoholics and other addicts often go to great lengths to try to deceive themselves and their families and friends about their addiction and/or its real extent. It can actually do both. Alcohol decreases your inhibitions which would make it easier to say things you wouldn't ordinarily be truthful about. For example with lowered inhibitions you might tell your friend how you really feel about their new rude boyfriend. But decreased inhibitions might cause you to be more free with exagerations or bragging about things that never happened or at least not in the exagerated way you portray it, i.e. maybe that two pound fish you caught last week would turn into a twenty pound fish etc.
