The water being held in the water tank when the furnace shuts off is at a set temp, the water tank hopefully is insulated, as time passes, the water temp has to drop because the furnace has not come on to maintain the set temp, also the controller could be faultly that controls the water temp for the hot water heater, the only time you have hot water is when the furnace runs.

You can't tell just from the temp - cool water is capable of dissolving more oxygen ... but that doesn't mean that it will (or does).
It's not instant. There is a tank inside the cooler, and there is a refrigeration system cooling the water down. If you run the water long enough it will warm up because you've used up the cool water.

Take wire off temperature sender look a guage. If guage at cool, temp sender needs replacement. If guage still at hot, temp sender wire shorted to engine or vehicle body.
